The Vault says need to know like it is a filing system. His team hears it as a ranking. Every time the phrase comes out, the people who were not told learn exactly where they stand, and it is not where they thought. They do not hear a policy. They hear that they are not trusted with the picture, which means they are not trusted, full stop. And people who feel that way stop bringing him things. The Vault thinks he is protecting information. He is publishing an org chart of who matters, one need-to-know at a time.
